The Democratic Republic of the Congo has one of the lowest rates of college-educated people per capita in the world. In part due to the country's sizeable population, but mostly due to the lack of higher learning institutes. Even worse, most of them are low-quality and lack any sort of international credibility. The only respectable university is the Bas-Congo Institute of Technology in Boma which was founded by South Africa. This is in stark contrast with what the Congo needs. As a developing country, educated people are the driving force behind economic and social change for the better, and while the importance of literacy campaigns cannot be stressed enough, the Congo needs college and university graduates to provide economists, policy-makers and engineers who will build the country.
The Ministry of Education does not have the money to hire the best foreign professors or the wealth to purchase labs and other invaluable facilities. In raw foreign aid, these funds would also be impossible both to ask and to give away freely, but there are much better solutions. The Ministry wants to arrange partnerships between universities in the developed world and in the Congo and to ask for scholarships which can be given to Congolese students to study abroad in greater numbers than the Ministry of Education can afford.
Partnerships would offer Congolese and foreign students to spend a semester abroad and learn in a different environment, cooperate research projects in places with better facilities and perhaps loan professors temporarily. It could make it possible for boards of other universities to direct Comgolese universities or for Congolese universities to build up a network for finding staff members who might have otherwise never considered working in the Congo.
Minister of Education Lupita Bosamashi wants to visit universities and colleagues, other Ministers of Education, in the European Federation, France, Angland, the Northern Union and Columbia, as well as other states and universities that may entice her.
