The East African Federation has maintained an occupation force in Kivu, an inseperable part of the sovereign Democratic Republic of Congo. This force is not sanctioned by the African Union nor does it cooperate with the government of the DRC or other peacekeeping authorities. In understanding of the past difficulties in the region, the DRC has come forth with a proposal to which the EAF should respond promptly.
The DRC requests that the occupation of Kivu by the EAF ends within six months in an orderly fashion while the leaders of the EAF transfer the authority of the region to the DRC government. Should the EAF fail to agree or put forward a more desirable suggestion which the DRC supports, the government will have no reason to see the occupation as lawful and will treat it as a breach of our sovereignty, an invasion, as it would. As such, the DRC would treat the presence of said force as a declaration of war against the DRC and respond in kind.
