Addressed to Marco Rubio, President of the Federation of Southern States.

Mr President, we have some things we would like to discuss with you.

As you have likely heard by now, New England and ourselves are to officially federate into a single nation by 2025, simply becoming the Northern Union. With this, as well as the recent completion of our union-state, we have had to become a lot more aware of our new situation defence-wise. You maintain a mutual-defense treaty with New England, but we would like to extend this to the Northern Union as a whole to include ourselves as well, as well as to cover any legal loopholes or difficulties that may come of our convergence.

The reason for this concern is simple. At the most recent NATO meeting, before their withdrawal, the United States of America declared an intent to reclaim their former states - including both the NU's future New England states and yours as well. Because of this, we have reason to fear a potential conflict with the US. This is not a war we can win - at least not alone. This is why a defence agreement is so crucial to us. Together, from two sides, we could hold off the USA.

While we do technically have NATO, we fear that our NATO membership may come under question soon given the strong Norwegian opinion in favor of breaking NATO off from North America entirely. Our federation into the Northern Union may be used as justification for kicking us out, or we may be removed otherwise anyways, in which case there would be little deterrence from the United States sparking a conflict against us.

Given tensions between yourselves and the United States, we see a mutual benefit for us both to have one another's backs.

However, this is not just about defence. As we said at the hearing on Southern admission into NATO, we do see the Southern government as level-headed and prudent, and given the scale of continental instability that we have these days, we see those as admirable and crucial traits. We thus would like to ensure that the Northern Union and Southern Federation become and remain close allies both militarily and diplomatically.

We would like to explore other ties, such as scholastic exchanges and trade policies, as well.
