So, as you've probably noticed, there have been some political movements stirred up in the north of Orleans against your government and in favor of joining the USA. Obviously, this is less than ideal, and we are willing to assist in counterintelligence operations to rid you of the obvious American meddling in the country.

However,

One also has to look at the root of this meddling, which is, Orleans' parliamentary monarchy. Quite frankly, this system of governance wasn't too popular when it began a decade ago, and things have only gotten worse in the face of the war. It really doesn't help that the emperor fled the country while his own citizens were being baptized in nuclear fire. The South is a region of the continent that traditionally employed a congressional democracy, and we think it may be time for you to consider transitioning back. If the emperor is concerned about his safety in a post-empire South, we can offer him asylum. If you are concerned about your role in governance after a political transition, know that a lot of credit will go to whoever leads the transition.

The time for a democratic South is now. The continued existence of your country may literally depend on it.
