Latin America is more fractured than it ever was economically. Since the 1970s there has been several economic blocks and alliances, most notibally Mercasur and the Andean Community. There have been steps to unite these groups but there needs to be more focus on this idea. To accomplish this long-sought after goal the USAN will be reorganized, grown, and renamed to the Union of Latin American Nations.
There are currently 6 IGOs in Latin America and the ULAN and subsequent unions will incorporate parts of them.
Due to political restraints, not all of the ULAN's subsidiary unions will be formed immediately (except M-ULAN.) Currently, ULAN will stay the way that USAN worked but it will expand to incorporate more Latin American nations.

The President is the head of the ULAN
The President will be elected from the heads of state every two years and can be renewed once
The President's job is to organize, invite members, and preside over ULAN meetings, present to the Council of Ministers of Foreign Affairs the annual plan of activities of ULAN and the meetings agenda, in coordination with the Secretary General, represent ULAN in international meetings, with the approval of the Member States and sign declarations and agreements with third parties, after approval from the pertaining ULAN institutions.
The President is also head of 8 councils ( South American Council of Health, South American Council of Social Development, South American Council of Infrastructure and Planning, South American Council of Education, Culture, Science, Technology and Innovation; South American Council of Fight against the South American Narcotráfico, Council of Defense South American, South American Council of Economy and Finances, and South American Council.)
Secretary General of ULAN
The Secretary General of UNASUR is proposed by the Foreign Ministers council, and designated by the Heads of State and Government council for a two-year term, renewable once. A Secretary General cannot be of the same nationality in succession.
The Secretary General exercises the legal representation of the UNASUR Secretariat.
Tasks
Helping the Heads of State council, the Foreign Ministers council, the Delegates council, and the Pro Tempore President, in the accomplishment of their tasks.
Proposing initiatives and monitoring the adequate functioning of the ULAN organizations.
Preparing and presenting the Annual Report, and respective reports, to ULAN organizations meetings.
Serving as the legal depositary of ULAN Agreements, and allowing its publication.
Preparing the annual budget for the Delegates Council consideration, and adopting measures for good management and administration, as needed.
Projecting reglamentations for the Secretariat, and submitting them to the pertaining bodies for consideration and approval.
Coordinating the labor bestowed on it by ULAN organizations along with other Latin American and the Caribbean integration and cooperation entities.
Executing, according to reglamentations, every necessary legal action for the good management and administration of the Secretariat.
Councils
Council of Heads of State and of Government of ULAN
Meeting of the heads of state of the union members
The council meets annually and has superior political mandate
Designed to establish the political links, action plans, and programs needed for Latin American integration
Council of Minister of External Relationships of ULAN
The council is composed of the foreign ministers of union members
The council meets every 6 months
Responsible for implementing decisions made by the Council of Heads of State and coordinate positions on central themes of South American integration
Council of Delegates of ULAN
One delegate per union member
The council meets every two months
Implements and adopts the resolutions reached by the other two councils
Responsible for promoting public dialogue to help maximize citizen participation in the process of South American integration.
Council of South American Defense
Composed of the heads of the defense forces
Meets annually
The council promotes the exchange of safety among the countries that make up the Union of South American Nations, such as military exchanges, experiences in peacekeeping missions, military exercises, confidence building measures mutual and coordinated assistance in areas of natural disasters, among others.
Besides these duties, the council will hold an emergency meeting every time a union member enters a war to decide if the MULAN will act upon it

Military Union of Latin American Nations
The M-ULAN will be the simplest union of all of the ULAN unions.
All nations part of the ULAN will come to the aid of any other nation if it is attacked as if they have been attacked themselves.
M-ULAN will also require all nations to give support to any other nation at war if they are not in a defensive war.
However, every time a war starts with a member of M-ULAN involved with it then the Council of Latin American Defense will hold an emergency meeting to decide if the war is worth M-ULAN supporting- if it is not than union members are not obligated to support the war.
All M-ULAN member will recognize union member's territorial disputes with non union members.
