To follow up on Act 1, the proposed Act will ban union busting to help the creation and survival of unions.

"50 plus one act"
The 50 plus one act is to help unions form. When 50% plus one of a workforce signs unions cards that union will be recognized by the state. Formal unions are required to be worked with.
