Articles of Federation

Article 1 - Governing Internal and External Affairs

• A member state of the UFA has complete sovereignty and independence within its governing borders

• A member state almost has complete sovereignty and independence on external matters. The actions a FACC nation can do is trade agreements, denouncing other countries, buying and selling military or civilian products, receiving or giving money, and creating defensive pacts.

• The one foreign affair a member state of the UFA can't do is form alliances. If a member state wishes to seek out an alliance they must bring it to the council to have it voted on to form an alliance with the entire federation.

Article 2 - Presidents of the UFA and the Federal Congress

• Every four years "El Presidente" will rotate between the current presidents of the member states

• "El Presidente" has veto power on any motion or sentence during a congressional meeting

• In both houses of the congress, to have a motion passed 2/3 of the council must vote yay on it

• The Congress will be broken up into two houses, the senate (one seat per member state) and the House of Representatives (one seat per 50,000 citizens [M] Each country will have a set amount that will be determinded by themselves (so Venezuela will have more seats than Dominica.)

Article 3 - War and major global or regional crises

• Offensive wars are not the federation's concern, individual member states can go to war, but can't force other sates to

• Defensive wars however are the federation's concern, all member states must come to the aid of others if war was declared on them

• In case of a major global or regional crisis, a special council meeting is to be help to discuss what the FACC should do

• Member states of the UFA will not declare war on any fellow members of the UFA, unless they step out of line regarding UFA ideas. In this case, a vote will be held to reject the said member-state from the Federation

Article 4 - Economy

• All member states of the UFA will use the UFA Peso, to help stabilize the region

• All tariff must be removed when related to the other member states

• All member states will use a unified budget, released every year

Article 5 - Succession and expansion

• Member states are aloud to leave the federation any time they want

• For a new member state to join the Federation they must be proven to be democratic (but not necessarily a democracy) and proven to care and protect the needs and the wants of their citizens

Article 6 - Military

• For the protection of all federation member states the military of the states will be combined into the federation military

• Each member state will have a wing of the military, but they shall act as one unit

Article 7 - Movement of ideas and people

• All technological advancements any member state has created or bought permission to build will be allowed to be used by any and all other member states

• Any citizens of any UFA member state will have a UFA passport which allows free movement in the federation
