Let's say you get currency mark of honor season 3, you buy initial item with random stats (to put some RNG layer on top of it and you know blizz loves rng layers) which is ilvl 385 (you can get ilvl 370 from crafted gear so it should be an upgrade).

And after that you earn marks from arena, bgs, rbgs and other PvP activity and you use them to upgrade your items similar to benthic. Initial upgrades are rather cheap, but the higher ilvl item is, the more marks you have to use. Also, blizzard could restrict upgrades depending on your rating, like can't get past 415 if you don't have 1600, can't get past 430 if less then 2000 and so on.

Constant play is rewarded, you can farm gear with different stats or azerite traits, but if you are bad you won't get past certain point.
