Multiple dealers (i.e. NOT Tesla) give the rebate on sale, and then sit on the paperwork.

And then tried to file it the on Monday after Tesla employees came in on the weekend to submit the paperwork and the EV fund had run out of money.

these independently owned dealerships are out of pocket an estimated $10 million, having provided 2,295 rebates to customers and expecting to get reimbursed, according to the Canadian Automobile Dealers Association (CADA).
