Oftentimes a world can undergo turmoil that can force or encourage people to turn to a life of crime. Many times, these are simple bandits with no greater connections, no greater purpose. Some, however, carve out legends for themselves or give themselves a solid longterm purpose and last beyond what any criminal could by themselves. Mobsters, the Mafia, and Pirates are all examples of this sort of behaviour, to some degree.
