If it’s a sci fi setting, how does it survive being so big or part of such a vast community? If it’s fantasy, is it unique and trying to find its place or is it par for the course? Who are its enemies, internal or external, and what do they want?
My setting's democracies are usually subdivided into just one Arcology or orbital ring. The wider human sphere is "governed" by the agency responsible for setting time codes and providing positioning data and other things that you need to effectively communicate. They're decidedly non democratic but fairly limited in scope.
Of course there's also a fair few absolute monarchies often ruled by the same person who built the place a couple millennia ago. The story is designed to showcase that you can do a lot of things with the blank canvas that is our universe.
Oh yeah. A number of places just draw names from a metaphorical hat when it comes to holding office.
You wake up and suddenly you're the president of 80 million people for the next 30 years unless something happens. Enjoy.
