connecting reference numbers to in-text citations

Is there a way to connect a reference in a numbered list to an in text citation number?

When moving around references, I have to keep going in and changing the in text citations to match the reference list (because the references are listed in order of appearance in the paper).

It is hard to keep track of the reference numbers and I was curious if there is anyway to make this easier and somehow link the reference to the in-text citation?

I’ve tried cross reference, but it only lists paragraph or page number options and that’s not what I want.
