What to do with insulating Cathedral roof in woodworking shop?

Hey everyone, I have a small 10x16 shed that I'm in the process of insulating for the winter (live in Canada). The shed was partially insulated by the previous owner but he left the cathedral roof with small flat 2ft ceiling at the top uninsulated which is what I'm now I'm the process of finishing.

I bought venting channels, Rockwool batts and etc but when I went to go install them I noticed over half of the soffit vents were blocked off. I know not all the vents need to be open for the extremely small roof, but I'm just curious if I should open more up or leave it as is? I still need to install the roof vent also, so should I move that too the farthest away area in the roof or just above the 4 open vents. Also should I still install the vents in every rafter even if it's blocked to ensure moisture is taken away?
