Best budget tools for hard woods?

So the hardest wood I've worked with in the past is a kind of pine native to SE Michigan and I'm looking to do a small scale project with either Indian ebony or white/French ash.
What are some budget friendly tools I could get that would make easy but delicate work of those woods?
The project is intended to become a wedding ring.
