Is 3:1 the proper ratio for Rubio Monocoat?

Obviously the 3:1 ratio is mentioned everywhere I look, but now that I finally got my hands on the product it's a 275 mL oil and a 75 mL accelerator, which works out to a ratio of 3.67:1. And that leaves me confused. So should it actually mix 3:1? What's the left-over oil for?

Also I just discovered that a 120/150 grit is recommended after sanding my table down to 180. Will I be fine with water popping or do I need to sand it down again? It's pine if that makes a difference. I see so much conflicting advice on this point.

Finally (just realised I had lots of questions), how do I apply Rubio to round surfaces (table legs etc.)?
