I’m trying to build a Cigar/Cannagar Mold and have some questions about the order of operations.

I’m trying to make a wooden mold to insert a 3mm-4mm diameter skewer and then to pack my herb around the skewer until it’s so packed I can open the mold and it’s a solid stick that I can roll into some blunt wraps.
I’m not sure if I should drill the holes (that I’ll be packing with herb) first, or if I should cut it in half first and then drill the holes down after re-connections the pieces..
This is kinda my first project and any advice would be appreciated.
