I met this guy around 2/3 months ago, but we have only been onto one day which went pretty well. I didn't feel the most chemistry as he definitely was a little touchy. We stayed in contact on and off and would text time to time, mainly him intiating the text. He texted me today asking to hangout which I was fine with, but he wanted to come over and 'cuddle' as well as 'hold me' because apparently it's too "cold" outside. I really didn't know how to reject him since I have a hard time saying no, but I don't think I can give the same excuse twice. How can I properly decline him with a civil manner and let him know that it is crossing my boundaries asking to come over to my place and 'cuddle'?
