Question regarding Wolf School gear.

What's the point on having Wolf School gear available to wear at level 14 if you can't access it until you get to Kaer Morhen? I'm about to start the Skellige questline and I wanted to get the first enhanced version (wearable at level 21, I'm 18 right now), but I found I couldn't travel to Kaer Morhen to get the initial diagrams, so I had to leave it for later. Is it just bad planning, or am I missing something?
