Chest Strap HR Monitor that Works w/Win 10 Phone App?

I'd like to get a chest strap heart rate monitor that works w/a Win 10 phone app. I've looked at Garmin and Runtastic apps, both have comments that they don't work anymore.
Any suggestions much appreciated.
