I have a problem connecting an Android device to Windows 8.1

I have been trying to connect an old Android phone I have to my windows 8.1 computer so that I can customize the device. My problem is everytime I connect the USB cable from the phone to computer, it pops up with USB Device not recognized and says unknown USB Device (Device Descriptor Request Failed). I'm pretty sure that it's a Windows 8.1 problem because I can connect the phone to a Mac laptop I have and to another Windows computer running Windows 7. I have done everything I can think of. I have downloaded and installed the USB drivers for the device install directly from Samsung's website, I have downloaded the Android SDK (and all the stuff that comes with it), I also Uninstalled the device from the system while it's connected then reinstalled the drivers. I have also tried allowing the phone to load its self to the computer after unistalling everything. I have tried both USB ports on the computer and tried using different USB cables. The phone will charge but the computer won't recognize it as a USB device so I can't edit any files like I need to. I'm wondering if anybody knows of a work around or a fix for this problem thanks in advance for and advice Computer is: HP Split 13 x2 with Windows 8.1 64 bit Phone is: an old Samsung Intercept SPH-M910 with Android 2.2.3
