Steam downloads time out/stuck at starting download

I just built a new win 7 ultimate sp1 system, fresh install nothing but steam, firefox and chrome (last one was a desperate attempt to fix steam lol)
I can't download anything on steam as everything times out.
anyone got a way I can fix this or even just make it see games brought over from a different computer running win10?
