I think some vital windows files are missing/corrupted. Possibly registry issue?

Today I've noticed that I could not run the windows updater

We couldn't connect to the update service. We'll try again later, or you can check now. If it still doesn't work, make sure you're connected to the Internet.

So I went to the troubleshooter, which failed also

I start googling, mostly the error code pictured above.

I try to open the Event Viewer to check whats up, and I am blocked by administrator apparently

As it turns out 'mmc.exe' is blocked, which makes me unable to open anything related to it, which apparently are several built in windows applications.

Next step, fiddle with command line.

I fooled around with

DISM /Online /Cleanup-Image /CheckHealth
DISM /Online /Cleanup-Image /ScanHealth
DISM /Online /Cleanup-Image /RestoreHealth

To no avail, nothing wrong reported. So I gave system file checker a shot

sfc /scannow

Which reported corrupted files, but was "unable to repair them". So I downloaded a windows 10 iso and tried to run sfc again with it with offbootdir and offwindir commands succesfully but upon reboot everything was the same.

So after hours of troubleshooting I am stumped, it seems I will have to clean install because Im unable to fix this thing.

Its a huge log so I cant put it in pastebin, let me know if there is a better way to post it.
