Permissions trouble on some files on external HD

I'm using a USB to SATA adapter to mount an old hard drive and access the files in windows 7. I can access most of the files just fine but a few are giving me permissions trouble. I'm tearing my hair out at this point. I've followed every guide I can find online to take ownership and change the permissions of the files. If you go into the security settings for a file that doesn't work, it looks identical to a file that does work. I've tried taking ownership of the entire drive including subfolders. I've tried installing the "take ownership" right click menu thingy, which seems to work for a lot of people. I've tried this tool to reset he permissions.

One solution is to copy the file onto a fat32 disk, which strips all permissions, but I can't do that because I don't have permission to copy the file! I can't do anything with them.

Does anyone have any magic ideas...
