I used the installer, it started downloading in english but when it finished its in japanese? is this normal?

Im a little confused, I used the installer provided here http://www.microsoft.com/en-us/software-download/windows10 at first it was english, but once it finished downloading it became a japanese language launcher (ie the eula is in japense the accept and deny or whatever are japenese)
Is this normal? Should I keep going through the download? fixes?
