Why is Evelynn top tier?

I am a support main and started playing jungle. Definitely not good at it but started referring to meta picks and I always see Evelynn together with like Kayn. The thing is, Evelynn has been on S tiers on meta for reasons that I don't know.
I am currently Plat II with Dia I on peak and I rarely see an Evelynn during those plays. Why is she good?
