Brush restoration question

This Ever Ready 200 belonged to my grandpa. Its I'm pretty good shape, but I'd like to really get it looking good and replace the knot. My question is, it appears to have a plasticy sealant on it that is coming off on a few places (https://imgur.com/jmHAH0L). What is the best way to deal with that? I assume it will have to be completely and very carefully sanded off? I do plan on practicing on a couple other brushes before doing this one.
