Do i have a poorly made straight razor or am i doing something wrong?

I recently recieved a straight razor as a present and I immediately set about getting it shave ready. The packaging said the razor is whett stoned at the factory and should be shave ready. I gave it a small amount of stropping and went to try it out. Probably a classic story, but it pulled and barely shaved at all.

I had a look at the edge which seemed fine, but the bevil seems to have alot of scratches (i think its called a wire edge). After further research, I found that the kit i recieved (from menrock, link below) has some fairly mixed reviews. Is the razor just arse or is there a way to get the edge sharper?
