You can use any means necessary to train or disguise him. But you or Nemesis are not allowed to rig to the competition or bribe/blackmail the judges. He has to win fair and square. Nemesis will not try to hurt anyone and will follow your orders for the purpose of the prompt. You and Nemesis are Victory-lusted and will do anything that doesn't break the rules to win. Assume the pageant is your average generic pageant. (PS: even though Nemesis isn't a teen or female he is allowed to enter without breaking rules, the judges don't know this though. so you'll have to fool them into thinking he is a teen girl and not a horrifying zombie monster).
