Is Whisper trying to destroy it's own service?

So my Whisper feed and convs wouldn't load.
Waited a few hours and when still was acting up I deleted everything.
Then when I tried to re-install it said couldn't do it gave me a contact email or some shit.
Finally got in touch with someone through the email and they said "Oh when you do that it's permanently gone, you can't reinstall. you have to only use it on a new device now..."
That makes no fucking sense.
Is there a way to get Whisper back (Iphone) because that makes no fucking sense at all.
