You're thinking MK II Crusade Armor. Which was improved upon, yes, but they sacrificed a fair bit for that, the improvements were often lateral and a good chunk of it was done under the aegis of Big E. "Hundreds of times better" is misleading.
That's only sort of true/fanon/irrelevant to the original point that functional tech they DO have gets lost all the time because Tech Priests consider owning a blueprint squirreled away in their own brains the same as having advanced science for the benefit of all mankind.
So when said brain gets disassembled by a stray bolter the information is lost forever.
