ITAW for the quality of not caring but not unkind; what about its antonym?

Here's a tough one... If I say uncaring, there is a strong connotation of unkindness. So, that's definitely not the word I'm looking for. I am looking for a word that describes someone who can't find it in them to care about, say, following the rules, or can't find it in themselves to care about getting to work on time, or caring about following others' expectations... Uncaring but not unkind. And what's the opposite of that: a word for caring but not necessarily kind?

Words I've already considered: (Un)conscientious, (in)considerate, wishing to do what's right still has that air of kindness. Conscientious also conveys a bit of contemplativeness, when even the most uncontemplative or unkind bumpkin can still care to do stuff. (Un)motivated, (un)driven, lazy... motivation comes from many sources. Someone can be very reward-dependent, and motivated to seek pleasure, but not find it in them to care about responsibility. So, it would be untrue to call someone who lacks care in this way to be unmotivated.
