Pal can't remember a song but has some vague descriptions of the music video

My buddy can't remember this song he's been talking about for 2 weeks but he has some descriptions of the singer in the music video. He says she has a kind of gothy look, slicked back hair "like the backing dancers in Robert Palmer's addicted to love video", she's dancing with either a whip or umbrella, and he thinks it was a 90's tune but he's not sure. Anyone got any ideas?
