Fiction book about girl connected to a dog

So this is a fiction story about a girl, the story starts off, i think, she's dreaming of drowning and being exhausted. when she wakes up theres a storm outside and she spots a dog. she saves this dog but she realizes shes, like, CONNECTED to this dog. i think they even share pain, i definitely remember that she can send images in her mind to the dog. I also think she lived on a pier/the beach... somewhere near water. Ik this is vauge but hopefully someone knows sumthn.
