Children's book about invention of shoes

I read this book as a kid. It's about a man who hated that his feet got dusty every time he'd walk outside. So he tried to cover all of outside with floor. There was a picture of rolling hills covered with patches of fabric. When he realized that didn't work, he decided to attach a little piece of floor to each foot, so he'd step on floor wherever he went.
