Looking for a certain book from 10 years ago for my kid. Its about a teen boy who lives in a world where magic is banned and frowned upon. He and his family go to a fair or a circus one day and his sister falls in front of a truck. He jumps in front of the truck and accidentally preforms magic. A older witch sees him do it and grabs him and talks to him later taking him to her house and testing his magic with mites or pixies that glow. Later the witch gets caught and taken away and the boy goes after her to rescue her.
