Young adult book read around 2016-2017

Fiction filled with action and some fantasy

Pretty sure the book had a mostly red cover(could be wrong)

Some plot included Male main character once turned a certain age, was taken to a castle for testing. The castle tested everyone at a certain age, giving them a tattoo on the back of their necks ranging from 1-9. Main character receives a 0 and is rushed out from the castle. Another plot point is that he gets his tattoo *illegally altered by a sea creature tattooist (most likely a mermaid of sort)

Can’t remember much after that. Story definitely has dragons and such.
