I'm looking for a book about a girl who had spent her life in various foster homes in a rural setting somewhere in the US. I recall that there was horrible neglect/abuse and the foster care system completely failed to protect her over and over. If I'm not mistaken the girl died in her teenage or young adult years, but I could be wrong about that.
The book was written by an investigative journalist, who researched this very complex story from the girl's foster care file. The focus was on how the US foster care system is set up in such a way that it systematically fails children.
I believe the title of the book was the girl's name, or had her name in it. I seem to remember the cover being a black and white (or at least fairly monochromatic) photo of a girl's/woman's face, but again I could be misremembering.
I probably read this sometime between 2005 and 2012, it was probably published between 1995 and 2012.
I've spent a lot of time looking for this and I can't come up with anything. I would appreciate your help :)
