Metal strips in street

I have seen these metal strips laying in streets since I was a kid, and I'm 40. I always assumed they fell off cars, because they kind of look like dipsticks, but more stiff. I hadn't seen one in over a decade, and then I've found 2 in the last month, and I'm not exactly looking for them. They are about 3/16" wide and about 10" long and about 3/32" thick. They always have a tapered end and the other end is fairly straight, maybe broken-off.
