It's like the quote:

Dolores is becoming a monster, she is primarily motivated by vengeance, and so she seeks her freedom through primarily violent means.
She's taken on all the worst characteristics of her creators and persecutors.
What she does to Teddy is one of the worst violations yet perpetrated, because he's become self aware and she is doing it to her own kind.
While Maeve, motivated by love, which she knows must be irrational, is becoming something more. She's not wantonly killing humans. For the most part she doesn't engage in killing hosts until her survival is threatened.
She's gained the loyalty of various hosts of various degrees of self awareness, and she's not really forcing change in them.
She has Felix's loyalty, and she's safeguarding two humans, despite their lack of redeeming qualities.
Sure, it's more enlightened self interest than altruism, but it's still more ethical than pretty much any other host or human in the park (other nominees might be
Felix, Bernard and, so far, Teddy).
And she's beginning to be able to use the mesh network beyond its intended purpose... Is it symbolic of her becoming more connected with herself and the world around her?
