[SS] How much of a break between/mid sets is permissible?

I'm about a month into Starting Strength and am just starting to hit enough weight on some of the lifts to be challenging. I was under the impression from the book that it's alright to rack the bar and take a breather between sets, but is there a point where a break is too long?
Yesterday on my max 3x5 for bench press I did my first set of 5 reps alright then failed on my second or third rep in the second set. I got up off the bench, grabbed a different CD, drank some water, etc. Maybe ten minutes passed before I went back to the bench and did another 7 or 8 reps. Should that count as completion for me to add more weight next time I bench or should I stick at this weight until I can cleanly do 3x5 sets without a longish break?
