Bug problem help :(

A swarm of these bugs have been crawling all over the pots and plants since I last checked them a couple days ago. I sprayed down the pots with water clearing most of them…. But they just come swarming back within the hour. My plants have about a week or two left and I just started the flushing process… what should I do.
I moved them to a different location in the garden but the bugs followed.
