Should I give up on getting high from edibles

I’ve never smoked, and just started trying edibles a couple weeks ago. Followed the advice to take half, wait two hours, then more yada yada.
So I’ve been trying a few days. Today I’m up to 15mg THC and feel nothing - and it’s been hours.
Am I just one of the people who can’t get a high from edibles, or do other people have a naturally high tolerance even when they first start?
