Where to print personalized table numbers with added photos and unique info on each card?

Hello!
Does anyone have recommendations on where to print 5x7 card stock table numbers? The idea that I'm looking to do is having each table number be accompanied by a location name that is special to us. And then on the backside of the table number be a short description of why that place is special to us. The problem when looking at places where to print your own designed cards, they usually have a minimum of 10 cards or so, when really we only need 1 card of each design that we would make. TIA!
