Got married in October in PA

Post Body
I was under the assumption over the years that you went downtown, got your license to marry, sent it back to town, then they send you the paperwork so you could get started on changing your last name and everything.
I just called them and apparently I need to go to their site and request the record of the wedding papers and also pay for it?
Is this right? I feel like something's wrong here, it's all so weird
