WP showing random spikes in Site Speed, advice on switching hosts

I am currently managing a Wordpress site where I see random spikes in site speed. Overall the site speed is fine, but RANDOMLY the site speed slows down up to 4x. I am seeing the spikes through GTMetrix: https://imgur.com/NKxAOhm The website is hosted on Dreamhost currently and the theory is that this issue is hosting related (i've already updated all the plugins, PHP, etc..)
My plan of action is to create a couple of duplicates of the site on 2 different hosts and track the performance of the same pages on the duplicates. Once I confirm there is a clear winner where random spikes are not present, I will move the domain and point to the new site.
What do you guys think of this approach? Anything I should be aware of? One thing that comes to mind is duplicate content.
Also any recommendations for a free WP plugin that can transfer the site?
