Unicode vs ASCII. How do I know which one I'm using on my site?

This might be a dumb question I don't know... If I have I have a website, being hosted on... idk host lizard or go mommy or whatever people use since the last time I hosted a website, What determines the character set? is that going to be whatever the server's default is? So if I have.. say my own Linux server, (I've never hosted my own website) is that the deciding factor?
