Apart from fiverr and upwork which is very competitive and you need big portfolio,reviews and good ratings which is good thing for the customers full transparency but in general also web developement is very competitive niche.
How are agencies and freelancers getting big clients. I know people using fb ads to get clients but even then it requires lots of testing and money spending before knowing which ad works.

Currently I am working for an software development agency in India as an marketing and software development intern. I am currently learning coding as well. I am not that good in coding yet.
My agency uses linkedin and referrals for getting clients. They haven't tested ads yet. Neither they are on any platforms like clutch, Fiverr or upwork. They are doing good. Having a team of 15 people.
What do you guys suggest for getting clients?
