Is there a Linux package that emulates multiple devices for css/design issues?

Hi there, First, I'll ask my question and then I'll give a background on why I'm asking.

Q: Is there a software package, hopefully for Linux, that can be used to test layout in multiple browsers and os combinations to find css issues? Something like a browser stack but self hosted?

I work for an agency that is taxpayer funded and we really watch and have to be accountable for every penny we spend. I'm wondering if there is something that we can set up that would provide a testing environment beyond browser dev tools for css and display issues.

Right now we rely on dev tools and push to production hoping for the best. Would like to test in the dev phase.

Any thoughts beyond judgement would be greatly appreciated.
