Is the compulsion that results in the Crime of the Sky, in fact, a law governed by an Hour? If so, which one is responsible for it? (possible spoilers)

As far as I understand, Crime of the Sky happens because Long or higher beings get a nearly irresistible desire to consume their children. According to "The Dream of the Conspiracy of the Lower Skies", physical laws are a result of Hours enacting their lesses passions. But is the compulsion to eat your children a similar product of the influence of the Hours? If so, which Hour you believe to be responsible for maintaining it?

On a fundamental level, I think it's a byproduct of the fact that "Hours, far more than mortals, are subject to their passions" (the same book). The deeper question is: why do Hours allow things to stay this way? My theory is that this intensity of passion is the root cause of Hours' influence on the world and a source or their power. So even if this law is produced and maintained by an Hour, any tinkering with it, no matter how careful, carries a risk of depriving both the Hours and the world of what they currently are. Which is why the Hours leave it alone, for better or worse.
