New pump, new controller, pressure issues

I replaced my pump and controller today but the pressure will only go up to 40 psi. My switch is set to go on at 40, off at 60, it was replaced about 5 years ago. Pressure tank is about 6 years old, pressure is at 36-37 psi. I've got about 25' of water in the well which is 147' deep. I've got the pump at 135. I've had issues in the past, had to replace the pump 4 times in the last 7 years. Wires are crimped and soldered with heat shrink. I'm at my wits end with this one.
